You can run the PSX version of Raiden 2 in UME / MESS if you want (the MESS playstation emulation has advanced quite a lot in the last year) and yes you can use MAME's screen rotation options there combined with the TATE / rotation option in the game to play it in vertical mode with the correct arcade resolution on your horizontal monitor.
